This contractor will lead the discovery, analysis, documentation, and delivery of business and system requirements for Agency Quoting and Vendor Quoting applications. Partner with business leaders, product teams, developers, quality engineers, architects, and operations teams to deliver solutions that improve the agency experience, support business objectives, and ensure high-quality delivery. Provide thought leadership in requirements management, business process analysis, solution design, and stakeholder engagement.

A successful Lead BSA:
• Understands both the business and technical sides of the quoting platform.
• Anticipates downstream impacts before work begins.
• Produces clear, actionable requirements that reduce rework.
• Builds strong partnerships across business and IT.
• Improves delivery throughput by removing ambiguity and facilitating decisions.
• Influences strategic platform direction while ensuring day-to-day execution remains efficient and aligned to business value.

Day to Day Responsibilities:
Requirements Elicitation & Analysis
• Facilitate meetings with business partners to understand business needs and objectives.
• Analyze current-state and future-state business processes.
• Gather, document, and refine business, functional, and non-functional requirements.
• Translate business goals into actionable user stories, features, and acceptance criteria.
• Assess impacts across Agency Quoting, Vendor Quoting, Product, Policy, and Servicing systems.

Identify dependencies, assumptions, risks, and gaps in requirements.

Solution Design & Consultation
• Collaborate with developers, architects, and product owners to define solution approaches.
• Consult on technical solutions to business problems.
• Evaluate multiple solution options and document pros, cons, and business impacts.
• Validate solutions align with business objectives and operational processes.
Review designs for completeness and traceability to requirements.

Agile Delivery Support
• Participate in backlog refinement, sprint planning, and release planning.
• Create and maintain epics, features, user stories, and acceptance criteria.
• Support estimation and prioritization activities.
• Clarify requirements throughout development and testing.
Assist teams in resolving requirement-related questions and issues during implementation
Stakeholder Management
• Act as the primary liaison between business and technology teams.
• Present recommendations, impacts, and tradeoffs to stakeholders.
• Facilitate decision-making discussions and drive issue resolution.
• Communicate project status, risks, and requirement changes.

EDUCATION AND/OR EXPERIENCE:
-Bachelor's Degree or higher in an Information Technology, business discipline or related field of study and a minimum 6 years of related work experience in requirements gathering activities or systems experience.
-In lieu of the above, the completion of a technical training program, and a minimum of 6 years related work experience in requirements gathering activities or systems experience.
-In lieu of the above, a minimum of 8 years related work experience in requirements gathering activities or systems experience.
